Florida's child welfare system is organized by CBC Lead Agency — nonprofits contracted by DCF to manage all foster care and child welfare services within a specific geographic circuit.
Children's Network of Hillsborough (CNHC)
Circuit 13 — Hillsborough County
The CBC lead agency for Hillsborough County. CNHC contracts with and oversees all foster care providers, case management agencies, and services for children and families in Hillsborough. Every case in Hillsborough County runs through CNHC.
Family Support Services of Suncoast
Circuit 6 — Pinellas & Pasco Counties
The CBC lead agency for Pinellas and Pasco Counties (Circuit 6). FSS oversees all child welfare services, placements, and case management in the circuit. When a child is removed in Pinellas or Pasco, FSS assumes all responsibility for the case.
